The European Bank for Reconstruction and Development announced in August 2025 a 35.2 mEUR loan provided to Sunly, a Baltic renewable energy developer. The funding is part of a joint 84.8 mEUR loan package co-financed with the European Investment Bank and the local commercial bank SEB. The investment helps Sunly to develop four hybrid solar parks across Latvia, with a total installed capacity of 329 MW once completed in early 2027. The solar parks will integrate solar photovoltaic systems with wind power and battery energy storage solutions (BESS).

The UK power generation company ContourGlobal inaugurated in January 2026 a battery energy storage system (BESS) of 202 MW and 500 MWh at its Maritsa East 3 coal plant in Bulgaria. The project received approximately 30 mEUR in support through the EU Recovery and Resilience Facility and the Bulgarian National Recovery and Resilience Plan, while the company participated with 44.7 mEUR. BYD Energy Storage supplied the 110 battery skids for the battery system, which also includes 28 power conversion system and transformer units.
The Portuguese Group Greenvolt is a developer of large-scale wind, solar and battery energy storage projects. In Romania, Greenvolt holds a utility-scale pipeline comprising 156 MW of battery energy storage projects. In January 2026, Greenvolt signed 58.9 mEUR in project finance facilities with UniCredit Bank to support the construction, operation and maintenance of the Buj project in Hungary, a 99MW/288MWh standalone battery energy storage system (BESS). In September 2025, Greenvolt announced developing assets in Poland with a total capacity of 2,712 MW of storage capacity.
According to the market entry conulting firm, FRD Center, there are numerous potential opportunities for market expansion into Emerging Europefor international players.
The Ministry of Climate and Environment in Polandallocated in December 2025 funds of 62 mEUR from the National Recovery Plan for the development of eight energy clusters. The projects include the construction of 2,737 energy storage facilities, 3,733 photovoltaic installations, 326 heat pumps, a wind farm and photovoltaic farms. The total electricity and heat generation capacity of the projects will amount to almost 40 MW and the storage capacity will exceed 47 MWh.
The Polish energy clusters to receive support are: Krosno Energy Cluster, Sokolka County Energy Cluster, Nowy Sacz County Energy Cluster, Myszkow County Energy Cluster, Ropczyce-Debica Cluster, Dynow Foothills Energy Cluster, Kuyavia Energy Cluster and Turek County Energy Cluster.

The Estonian companies Diotech and Transcom started in February 2026 the construction of a battery energy storage system (BESS) facility in Tsirguliina, Estonia. The project is the largest 100% Estonian capital-based battery industrial park.
The Croatian state-owned electricity company Hrvatska Elektroprivreda announced in April 2026 plans to build a 56 MW solar power plant alongside up to 200 MWh of battery energy storage. The project will be located in the Sukosan municipality in Croatia. The investment is backed by support from the European Bank for Reconstruction and Development.
