With the help of the PNRR investments, Romania must reduce the waste that ends up in landfills by around 75%, out of the total waste generated, by 2025.
The money that Romania will receive from the European Commission for the development of the waste management sector will be able to be accessed by companies in the field, but also by local administrations. By the year 2026, the overloaded landfills will have to disappear, the waste must be recovered, the selective sorting must be realised, and the monitoring of the waste route must also be done by installing scanners on the garbage collection vehicles.
Romania can achieve a recycling advance of up to 80% in the coming years, through the implementation and operation of the Guarantee-Return System (SGR) function, thus reaching the targets set by the European Union and becoming a leader in the circular economy in Central and Eastern Europe, according to an analysis by Green Environment Support, one of the leading environmental audit and consulting companies on the local market.
Through the Guarantee-Return System, Romania will collect 7 billion packages annually, thus placing 2nd after Germany in the collection of packages, according to the data announced by the Ministry of the Environment. At the same time, Romania will collect and can recycle 3.5 times more packaging than Slovakia, for example, which has to collect and recycle approximately 2 million packaging per year, according to RetuRO data.

On February 15, 2024, the Romanian Ministry of Finance carried out the second transaction on the international financial markets, by launching two tranches of bonds with maturities of 7 years and 12 years, denominated in EUR. The 12-year tranche represented Romania’s inaugural green bond issue.

The total value of the bond issue of EUR 4 billion had a final subscription of more than EUR 14.8 billion with the participation of a total number of more than 250 investors. The issue attracted impressive interest from investors, with their orders exceeding EUR 17 billion during the transaction.
The 12-year maturity represents the largest EUR-denominated green tranche issued by an emerging market issuer (ESG debt instruments) to date. The deal also represents the largest EUR-denominated green bond issue by an emerging market issuer. Finally, the issue was the largest transaction on Romania’s international financial markets, and the final subscription obtained was the largest so far for our country.

As for Poland, the largest economy in Emerging Europe, the Circularity Gap Report Poland finds that the country has the power to transform its economy: by nearly doubling its circularity, it can reduce the resources needed to fulfil its residents’ needs and wants by 40%—while cutting its emissions in half.
Only 10.2% of the resources Poland uses are cycled back into the economy after use. This means that the vast majority—nearly 90%—of Poland’s resources are virgin. While the country’s yearly per capita material footprint of 13.8 tonnes may seem moderate in comparison to other European countries, it still surpasses the global average of 11.9 tonnes—and is nearly double what is considered a ‘sustainable’ level of consumption. Among the main topics of discussion at this event is the action plan for the National Strategy on the circular economy. Adopted by the Romanian Government in October 2023, it has been one of the milestones of the Waste Management Reform, related to the National Recovery and Resilience Plan (PNRR). The development of the Action Plan for the Circular Economy (PAEC) by the Department for Sustainable Development, in collaboration with the Ministry of Environment, Water and Forests (MMAP) and the Ministry of Economy, Entrepreneurship and Tourism (MEAT) was carried out within a project financed by the Support Instrument Technically managed by the General Directorate Support for Structural Reforms of the European Commission – DG Reform.

Over the past decade, material efficiency and resource productivity have surfaced on the global policy agenda. The rise of the circular economy (CE) agenda reflects the objective of moving away from the current systems of production and consumption based on the ‘take-make-use-waste’ linear economic model toward economies centered on minimizing the use of virgin materials without adversely affecting welfare. The focus is on a life-cycle approach to resource management, which starts with reducing raw material demand by looping resources back into consumption and production systems through innovations in material design, production, and reutilization processes. In addition to reducing pollution and other harmful emissions, the CE can be a driver of private sector growth and jobs and can increase the strategic autonomy of countries by reducing dependence on raw material imports. The objective of this rapid analysis is to identify the CE-related priority areas, sectors in Bulgaria and potential areas of focus for follow-up interventions. The study also aims to highlight concrete barriers that prevent the national and local governments from undertaking these interventions, as well as enabling factors and approaches to overcome them.

What are the steps Towards a National Circular Economy Strategy for Hungary? Here are some details: The growing demand for raw materials in the Hungarian economy projected up to 2050 is expected to exert significant additional pressure on the environment, putting the country at risk of missing important environmental goals and opportunities to strengthen the competitiveness and resilience of its economy. Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain.
The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework.
This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. It also provides 45 policy recommendations and suggests specific implementation actions across the priority areas for the short, medium and long term.

To fully realise the circular potential of the economy, Hungary will need to adopt a comprehensive circular economy policy framework.
Hungary has long-established policies for waste management and has taken into account recommendations from the European Commission (EC) and the OECD to further strengthen its legal framework. The EC Environmental Implementation Review 2019 for Hungary (2019[1]), the EC Country Report Hungary 2020 (2020[2]) and the OECD Environmental Performance Review 2018 for Hungary (2018[3]) identified some progress made in the country’s materials and waste management owing, in particular, to the major reforms in the waste sector (the outcomes of which are yet to be examined). At the same time, inefficiencies in the financing of the country’s municipal waste management,1 the recent recentralisation of waste-related governance and the lack of collaborative mechanisms between relevant ministries to steer the transition towards a circular economy are seen as potentially undermining future progress. The EC and the OECD therefore recommend that Hungary strengthens its policy framework to speed up the uptake of circular economy practices, incentivise resource efficiency measures, and introduce new business models (European Commission, 2019[1]; European Commission, 2020[2]; OECD, 2018[3]).
